The fact that...: 다는 것은, (이)라는 것은

A/V + 다는 것은 and N + (이)라는 것은 create the structure ’the fact that + (noun phrase)’:

그 남자의 키가 크다는 것은 놀라운 일이 아니에요. 그 부모님을 봐요!

It’s no surprise that the boy is tall. Look at his parents!

학생들이 시험에서 속이려고 한다는 것은 놀랍지 않아요.
